Ruthie Teresa Smith was the person responsible for depositing money into the account, from which almost $14,000 had gone missing between Nov. 27, 2013, and Aug. 17, 2014.

On December 10, 2014, at approximately 7:55 a.m., Hawkins County S.R.O. Deputy Michael Hensley was at the Surgoinsville Elementary School, 1010 Main Street Surgoinsville, when he observed a blue 2006 Ford F150 driven by Scotty Lee Haycraft, age 52 of Rogersville, pull into school parking lot and drop off a child. Deputy Hensley had prior knowledge that Mr. Haycraft's TN Drivers License was revoked, upon conducting a traffic stop, at which time he learned that Mr. Haycraft was a Habitual Traffic Offender, and a Registered Sex Offender.
